The scandal of selling graduate degrees prompted the Ministry of Higher Education and Scientific Research in Iraq to withdraw the cultural attache from the Iraqi embassy in Beirut, Hashem Al-Shammari, and return him to Baghdad, and issued a decision to suspend the study of Iraqi students in 3 Lebanese universities: the Modern University of Management and Science, the Islamic University of Lebanon, and the University of Beirut. Violations and polarization

Among the violations that the ministry has revealed to Lebanese universities – as the director of the missions department in them Hazem Baqer says – is that a university professor is not entitled to supervise more than 5 students in Lebanon, and in Iraq it is required that the number of students not exceed 7 per supervisor, but some Lebanese universities Currently, it seems that it has allowed professors to supervise more than that, due to the large number of students.

Iran tops the list of countries that receive Iraqi students with about 20,000 students, and Baqir attributes this to the large number of recognized universities in Iran, which amount to 12, about 15,000 students in Turkey, more than 7,000 in Jordan, and 8,000 in Egypt, as well as Less number in other countries like Russia, India and other universities in the world.

The latest data indicate that the number of graduate students inside Iraq is about 28 thousand.

Al Jazeera Net tried to contact the spokesman of the Ministry of Higher Education and Scientific Research, Haider Al-Aboudi, several times by phone to inquire about the procedures and mechanisms adopted by the ministry to prove the validity of university degrees for students studying abroad, especially the certificates obtained by officials in senior positions in the country, but to no avail.

There are more than 13,000 Iraqi students in Lebanon, of whom only 1,500 are registered with the Cultural Attaché at the Iraqi Embassy, ​​and this number is normal compared to 12 universities in Lebanon. They fulfilled the conditions of the equivalency, including obtaining a no-objection to complete the study from their departments if they are employed.

For example, a bachelor’s study in Lebanon ranges between (4 thousand and 16 thousand dollars) per year, and a master’s and doctoral study ranges from (1500-4 thousand dollars), and in Egypt the costs of studying a bachelor’s, master’s and doctorate range between (4 thousand and 7500 thousand dollars).

Observers believe that the desire of some Iraqi officials to study outside the country has spread formally in order to facilitate their assumption of high positions in the country, coinciding with the spread of the Corona pandemic, and the announcement of many foreign universities about facilitating the conditions for admission and study in them through distance study, as well as the cheap costs that They are lower than the tuition fees at private universities, even inside Iraq.

The facilities provided for studying abroad, especially distance learning, contributed to many violations, according to the decision of the former Higher Education and Scientific Research Committee in the Iraqi Parliament, Dr. Taha Hamad, citing the example of studying through the Internet, which expanded after the spread of Corona.

And he adds, in a commentary on some officials in the Iraqi state obtaining higher degrees outside the country and exercising their governmental functions at the same time, that no person, no matter what, may continue to work and study at the university or from a distance.

He points out that according to the regulations, a student in graduate studies needs a study leave, and the official must be officially licensed by the government and his studies should be with its knowledge, and what happens otherwise and for official frameworks is considered rejected by the official authorities, specifically the Ministry of Higher Education and Scientific Research.

Regarding the procedures followed to ensure the “authenticity and credibility” of the certificates obtained by Iraqis from abroad and the letters and theses that are discussed in graduate studies, Hamad confirms to Al Jazeera Net the existence of a General Directorate for the equivalency of certificates whose main tasks are to verify the validity of the certificate and the study completed by the students.

He explained that there is a loss of control over the scholarship and fellowship system through the issuance of effective laws that specify the type, origin and number of certificates and the required scientific specializations and sobriety in their equivalency with Iraqi certificates for development plans, and then giving way to the market for bulk certificates in the world, especially the developing world, for the purposes of obtaining a senior job. Through a fake scientific qualification, even if it was purchased without study or research.

He asserts that this not only detracts from the value of the certificate, but also harms the government job, especially the higher one, by occupying it with false qualifications, which leads to its deterioration and collapse and the spread of corruption in its joints, and then the possibility of the collapse of the administration, and then the state behind it.

For his part, Muhammad Tahsin Samran – a master’s student in Arabic literature at the College of Arts at the Iraqi University in Baghdad – identifies the most prominent reasons for Iraqi students to study abroad due to the small number of study seats determined by the Iraqi Ministry of Education for each university, as well as the harsh and difficult policy of some professors Iraqis with the researcher.

Simran – in his talk to Al Jazeera Net – agreed with Hamad in a corner that remote teaching caused major scientific violations, and made it easier for most politicians, officials and others to obtain these higher degrees, which are like buying and selling.

He confirms that obtaining a higher degree from Arab universities and others is easy to obtain, because of the ease and simplicity in granting the student an academic degree without scientific sobriety at the level of scientific specialization.
