  • What is your assessment of women’s rights in Qatar?

Women’s rights are among the most important human rights priorities in the country. The Qatari constitution guarantees women many of their rights, when it stipulates equality between all citizens in public rights and duties, and equality between everyone before the law without discrimination, but despite that, there are some challenges that we hope to overcome when the picture is completed by implementing the Qatar National Vision 2030, and the strategies The national patriotism of the state aims at a society in which women can play an important and influential role in all areas of life through education, capacity-building and skills, removing obstacles, and enhancing the role of women at all levels, in a manner that respects the dignity of women, and in accordance with local customs and traditions.

  • To what extent did the Shura Council elections bring about a qualitative leap in the field of promoting and protecting freedoms and advancing human rights in the State of Qatar?

The Shura Council elections are an important democratic entitlement, in accordance with the provisions of the country’s permanent constitution, and they undoubtedly represent a qualitative leap and a human rights leap in the field of promoting, protecting and upgrading freedoms in the State of Qatar. The Shura Council performs its desired role to achieve the aspirations of the Qatari people.

We in the National Human Rights Committee were aware of the measures taken by the competent authorities to ensure the success of the election process and its compatibility with international human rights standards. Therefore, we took the initiative – from the beginning – to raise awareness of the importance of the elections, and we also formed a committee to monitor the elections of the Shura Council; And we preceded the observations with qualifying lectures for the observers in order to make them familiar with all the means and tools of observation for free and fair elections that are compatible with human rights principles.

  • With the 2022 World Cup approaching, how are you following up on workers’ rights in Qatar? Does the committee have any plans to guarantee the rights of fans coming to the country during the World Cup?

According to the legal nature of the National Human Rights Committee, it has the full jurisdiction and mandate to work to guarantee the rights of citizens and everyone who resides in Qatar or who comes to it for a visit or even those who cross its airspace; There is no doubt that we are looking forward to the 2022 World Cup hosted by Qatar for the first time in the Arab world and the Middle East in an exemplary human rights scene.

In order to achieve this, the committee signed a cooperation agreement with the Supreme Committee for Delivery and Legacy and the FIFA World Cup Qatar 2022, with the aim of raising the level of awareness of individuals and communities about issues related to human rights. The agreement also aims to ensure that all aspects related to human rights are put in place. Human rights – including workers’ rights – are taken into consideration in the World Cup projects.

In addition, the agreement is in line with the objectives aimed at making the World Cup contribute to achieving the vision of the State of Qatar in the field of human rights protection and worker welfare, in addition to facilitating the publication of studies and research that shed light on various aspects related to labor rights and the championship, in addition to that the agreement emphasizes the necessity of Ensuring the rights of fans, workers and organizers of the World Cup and its side events, and ensuring that all requirements for their safety and security are met.

There is no doubt that the issue of human rights and their respect, promotion and protection have become a criterion by which states and societies are measured and civilized.

It is well known that the State, under the leadership of His Highness Sheikh Tamim bin Hamad Al Thani, is interested in providing the necessary guarantees to promote human rights in the State of Qatar for citizens or residents.

In this context, it was pointed out that the National Human Rights Committee has achieved many successes, in accordance with its competencies, at all local, regional and international levels since its inception in 2002; There is no doubt that these successes came through a strategy and action plans that made the committee one of the important pillars in the country for the promotion, promotion and protection of human rights, citizens and residents.

  • What are the most important priorities of the National Human Rights Committee at the present time and its most important objectives?

There are many strategic objectives of the National Human Rights Committee that will be worked on during the coming period, foremost of which is strengthening national capacities in the field of human rights and contributing to the establishment of a legislative environment in harmony with international human rights standards and spreading a culture of human rights as widely as possible by creating awareness My community is based on the human rights approach and the strengthening of partnerships between the committee and all the competent authorities in the state to achieve the ultimate goal, which is the promotion and protection of human rights in the state.

I refer here to the committee’s aspiration to announce the state’s national plan for human rights during the coming period, and there is no doubt that this plan will have a very positive impact in promoting human rights in the state, and the committee will be a key and effective partner in implementing this plan.

  • What is your level of satisfaction with the human rights of citizens and residents in the State of Qatar?

The Committee annually prepares a comprehensive report on the human rights situation in the State of Qatar, which includes all the Committee’s observations and views on these conditions, whether they are citizens or residents, and as I mentioned – at the beginning of our conversation – there is clear and distinct progress that the State of Qatar has made in many areas of human rights. However, there are some challenges that the committee will work on – in coordination with the competent authorities in the country – to address.

  • What is the role of the committee in educating individuals about the basic rights guaranteed to them under international human rights covenants and national laws?

In order for the committee to achieve its mission and objectives in raising awareness and spreading a culture of human rights, the committee relies in its activities on a strategy and action plans that include all the activities it implements during the year, and among these events are training courses, workshops and media campaigns, and there are often fixed titles for some training courses, For example: the “law enforcement course”, the “training of trainers” course, the “human rights concepts” course, and other training courses that are implemented for the benefit of the state’s military and civil institutions.

The National Human Rights Committee also conducts media campaigns on the most important issues of concern to society, for example, the Committee recently organized the “Health Safety in Schools” campaign, the “Family is the foundation of society” campaign, and the “Health is a right and duty” campaign, in addition to several campaigns. Which aims to educate workers and employers about their rights and duties.

The Committee also organizes at least one international conference each year, to discuss the most important current issues and their implications for the human rights situation. International personalities and major international organizations usually participate in these conferences.
